Rules and Regulations

SUNDAY, TUESDAY, AND THURSDAY NIGHT HOCKEY

(Updated April 18 2010)

This is a non-contact recreation hockey league.

Intentional rough play and contact will not be permitted and may result in expulsion from the group (without refund). The whole intent of this league is to bring like-minded individuals out to have fun and make new friends. Though the play will be slightly higher than at an intermediate level, the main objective is focused on the social aspects of the game, not the competitive. Should a player not be able to separate the competitive from the social aspect, they will not be welcome to continue playing in our group.

Fighting of any sort (verbal or physical) is not permitted.

ANY incidents of fighting either on or off of the playing surface may result in immediate expulsion from the group (without refund or warning). The convener reserves the right to solely assess the incident and levee a punishment ranging from a game suspension (s) to more severe infractions resulting in expulsion from the program. Any lost ice time caused due to a fighting infraction (of any sort) is non refundable.

Alcohol or Drug consumption:

Players who come to a game with any type of alcohol or drug induced impairment will NOT be allowed to play and will be immediately given a verbal reprimand. The second incident will result in expulsion from the group without any type of refund. Do not come to the games impaired in any way.

Alcohol consumption after the game:

Players who choose to consume alcohol after the game do so at their own responsibility and risk. They acknowledge that in no way can the sporting group and/or its conveners and administrators be held responsible for their acts following the event. PLEASE DO NOT CONSUME ANY TYPE OF ALCOHOL ON CITY PROPERTY please leave the premises if you intend on having alcohol after the game.

Personal Injury Waiver:

It is mandatory that every player understands and accepts the terms of the personal injury waiver (whether by signature, verbal agreement or electronically responding to) prior to stepping onto the playing surface.

WAIVER/ROSTER: The person whom responds in the affirmative to this form (by electronically or verbally confirming their attendance), hereby request permission to participate in or on the facilities operated by the City of Ottawa. In executing this unconditional waiver, I state that my attendance and participation in the stated activity is voluntary. I assume all risk of injury to my person and property that may be sustained in connection with any activity including leagues, tournament, and pick up games. I hereby, for myself, my heirs, administrators and assignors, release, waive, and discharge Peter Walsworth (the organizer), the City of Ottawa, its sponsors, agents, representatives, or officials from all claims, demands and actions and causes of action of any sort for injury sustained to my person and/or property during my participation in the activities including tournaments due to negligence or any other fault. In addition, I have read and accept the specific rules and regulations (posted on the sporting website) that govern each event to which I am participating in. I further agree to display good sportsmanship at all times. I have read this waiver and fully understand its terms, conditions and meaning.

This waiver stipulates that you recognize the risks involved in the game of hockey and that you do so on your own accord. The waiver is electronically signed each time the player records their attendance on the sporting website. However (in the event of a system malfunction) each player acknowledges that by consenting to the electronic waiver once, the player accepts its coverage which is in effect for the remaining games within that season/ session.

  • Players without Internet service:

Will be required to complete a paper version of the personal injury waiver. This waiver will cover their participation until the end of the existing season/ session.

Weekly Administration:

A couple of days before each game, participating members will receive an email asking them to confirm their attendance and accept the personal injury waiver. Each member MUST reply to these emails.

In the event that you are not able to access the internet for reporting purposes – the member MUST take it upon themselves to contact the administrator to advise of their game status.

Failure to properly advise the administrator of your game status (via electronic reporting or verbally) will result in the member being refused access to the playing surface and forfeiture of that game.

There will be no compensation provided for lost ice time.

There are no exceptions to the weekly email communication protocol.

Every player must follow this administrative request or risk being removed from the group (without compensation). This is an important administrative tool, please do your part and help out!

  • If a player/ member fails to report their game playing status (electronically or verbally) over three consecutive weeks, they will be dropped from their team roster and will forfeit any remaining games within that session. No compensation will be provided for lost ice time.

  • Exceptions to the above are those members who have previously advised the administrator of a prolonged absence (ie: injury, business or family obligations, travel etc).

    Game status reporting deadlines

  • Fulltime players are required to respond to the weekly game request emails no later than 6 hours prior to the scheduled game time. Failure to do so may result in the forfeiture of the members roster position for that game (without compensation or refund).

    How does the game day reporting deadline apply to the 10:30 and 11:00 p.m. game times?

  • All fulltime players must report back to the administrator prior to the 5 p.m. game day deadline (via the online reporting tool or by a secondary email or by personal conversation).

  • If after the 5 p.m. game day deadline the fulltime player has NOT responded to the game status email, the player's roster position then becomes open to replacement by a spare member. The fulltime player will not expect compensation made for any lost ice time.

  • After the 5 p.m. game day deadline, only "IF" the roster position has NOT been occupied by a spare player may the fulltime member reassume the roster position.

  • After the 5 p.m. game day deadline, the fulltime player MUST have the administrators confirmation that their roster position is still available and open. It is the fulltime players responsibility to make contact with the administrator and receive either an email or verbal confirmation that there is indeed room for them to participate. Note: The administrator will freely reopen the position to the fulltime player should there be unfilled positions on the roster.

  • Should the fulltime member show up to the game (after their position has been forfeited and offered to another network member), the fulltime player will NOT be permitted to participate in the game UNLESS they have (prior to the game) electronically accepted the personal injury waiver AND the total number of skaters participating in the game is less than 20 skaters.

  • Should a technical issue be the cause of the fulltime player not being able to adequately communicate their playing status - it is the fulltime players responsibility to advise the administrator of their playing status prior to the game day reporting deadline. Communication of this sort can include a face to face verbal agreement, an email advisory and/or a telephone conversation. Should the website or reporting tool not be functioning properly - the administrator (only) will advise the participating members and if the problem is globally affecting the entire network, will temporarily relax the game day reporting deadline restrictions. During these special circumstances - only the administrator may make the decision to relax the reporting protocol.

    Privacy:

    You have provided capitalhockey.ca with personal information (name, email addresses, phone numbers etc). This information will be kept private and will not be issued to anyone (including other players in the network) without your consent.

  • Any person requesting another member’s personal co ordinates will be refused. If you want this information, you must ask that individual on your own. Please do not ask the administrators for another member’s personal information.

    Networking for another sporting group



  • Any person who uses the capitalhockey.ca network to support or feed leads to another sporting group (outside our organization) without permission will be expelled from the group (without warning or compensation). Please respect that it takes a lot of effort to keep a program running.

    Session Duration:

    Unless indicated prior to the start of that particular session all events will follow the city of Ottawa allocations calendar. Therefore sessions will be as follows:

    • Fall/ winter: Sept to the end of April.

    • Summer: May to the end of August

    Payment schedule:

    Three weeks before the start of any new session, all payments are due.

    Session updates and details are issued to each member at least four weeks prior to the start of any program. Members are asked to confirm their participation prior to the collection due date. Failure to do so may result in your position being forfeited and passed onto the next member waiting in line.

    Payment amount:

    Prior to the start of any session, the fulltime cost for each program will be issued via email to each capitalhockey.ca member. This information can also be found on the PLAYERS MESSAGE BOARD.

    • Session costs may fluctuate: If in the event that the city increases their rental charges, the cost per session would also be increased to reflect the price of the future arena bookings. All players will be given ample notice of such changes (usually months in advance as the information is passed from the city to the administrator).

    • Premium ice rentals: If an ice hockey event runs before 11 p.m. the city of Ottawa charges a premium for the ice surface. Should we proceed forward with any bookings that involve an earlier timeslot, the additional cost will be reflected in the players payment. Ample notification of this increase will be given prior to the payments due date.

    • Summer ice rentals: The city of Ottawa charges a premium for summer ice rental. This increase will be reflected in the cost to each player. Ample notification of this increase will be given prior to the payments due date.

    Method of Payment

    Payments (cash or cheque) can be made in one of the following methods:
    • Electronic Transfer (if your bank has this feature). This is a highly efficient way of making your payment and is when possible requested by the administrator (for security reasons). Please ask the administrator for the appropriate email address to send payments to. When choosing a password for the transaction, please try and keep it simple (ie: what sport is this for?).

    • By mail Please give the administrator advance notification that you want to send your payment by mail. Address information will then be sent to you to complete the transaction.

    • In personThe administrator is available a number of times during the week at various locations. Please arrange in advance for a time and place to meet.

    Split/ Deferred Payments:

  • Split payments and/ or deferred payments are ONLY issued WHEN approved in advance by the administrator. If a split payment is granted a minimum of $100.00 is needed to secure your position. Your payment guarantees you 10 games only. Your remaining payment is due (in full) 1 month later. Once the remainder of your payment has been received, you will be placed on fulltime status. Unless approved by the administrator – deferred payments can only be split into two portions.

    Late Payment Fees:



  • A $50.00 late payment fee will be applied to a member’s registration fee (amount owing) if their payment is made after the assigned due date.

  • This does not apply to an approved split/ deferred payment agreement.

  • ONLY the administrator can make an exception to the above rule.

  • To avoid this penalty, please make your payments on time!

    $50.00 Session Maintenance Fee:



  • The administrator may (at his discretion) implement an additional $50.00 session maintenance fee to each participating member of a program.

  • This fee would be held for the duration of the session and paid back in full to the member ”IF” the following conditions are satisfied:

    Session Maintenance Fee: why it is important for members to respond to the weekly game status reports:

  • How to get your $50.00 fee back? The member routinely communicates and reports back to the administrator about their weekly game playing status.

  • Why is this important? This is to minimize the incidents of members reporting “yes” to their attendance and simply not showing up. Or those who fail to report in at all.

  • The Penalty? Each occurrence where a member inaccurately reports his/her playing status (or fails to report) – they will be charged $10.00 from of their session maintenance fund.

    The point: please accurately communicate your participation status prior to each and every game.

    Session Maintenance Fee: How it will effect items rented to me through CapitalHockey.ca (ie: team jerseys etc)

    Note: the session maintenance fee (in regards to team jerseys and/or any other items rented to a member for game time use) applies only to the state of items returned condition. The fee is not in any part associated with any applicable rental charges of the item and should be considered a separate aspect of the player’s use of that article.

  • How to get your $50.00 fee back? The member returns washed, cleaned and in good condition the rented item at the end of the session.

  • Why is this important? To be able to reuse the item in another session or tournament.

  • The Penalty? If the item is returned soiled, dirty, torn, broken or in bad condition – the full $50.00 maintenance fee will be surrendered by the member.

    Goaltenders and Spares Payments:

      Goaltenders

    • Goaltenders do not pay to participate in any of our scheduled events.

        The only exceptions are as follows:

      • Any applied session maintenance fees (as applied by the administrator to the entire network)

      • Tournament fees (if applicable)

      • Jerseys (or other equipment) rental fees (if applicable)

      Spares

      • Spares are charged $10.00 per game to play and are only brought in by the administrator. All spares will be required to sign or electronically accept the terms of the personal injury waiver prior to participation.

      • Payment is to be made prior to participation of the game (to the convener).

      • For roster balancing, spares are required to bring both a dark and a white (white only) jersey to each game.

      • Players/ Members are not permitted to bring unregistered friends to play unless cleared in advance of the game with the convener. No player will be permitted to participate unless they have first signed or verbally agreed to the conditions of the personal injury waiver.

      Refunds and Compensation:

    Once a session has begun, NO REFUNDS or compensation will be issued. There will be no compensation issued for any missed games (unless caused by a city closure).

      Suspensions

    • A player placed under suspension by the league administrator will not be compensated for any lost ice time as a result of the suspension.

      • Suspensions are levied to a member only by the administrator. This is a measured response taken by the administrator in context to the initial infraction of the leagues governing rules and regulations.

      • The interpretation and enforcement of the leagues governing rules and regulations is at the sole discretion of the administrator.

      • If a suspension is deemed necessary – the member will be advised by the administrator of how many games will be forfeited. The member is NOT permitted to come to the arena of city facility during the time of their suspension (unless previously authorized to do so by the administrator). Failure to abide to these conditions will result in the immediate expulsion of the member from the group.

      • Members can only be suspended once. Any subsequent action required may result in the member being expelled from the program.

      • There is no appeal process available to suspended members.

      Expulsion From the League

    • A player expelled by the league administrator will not be compensated for any lost ice time as a result of the expulsion.

      • League expulsions are levied to a member only by the administrator. This is in response to a major infraction of the leagues governing rules and regulations (ie: fighting, playing intoxicated, unsportsmanlike conduct etc)

      • The interpretation and enforcement of the leagues governing rules and regulations is at the sole discretion of the administrator.

      • There is no appeal process available to expelled members.



      A members session – when does it begin and end?

    • Prior to the start of any program – the administrator will provide each capitalhockey.ca member a seasonal update. This document lists the session game dates (start and finishing dates), game times and participation costs.

    • All other information (ie: arena locations, maps, rosters etc) can be found on the website at www.capitalhockey.ca

      Each Member’s Session is Unique

      A member’s session may not always fall in line with the programs stated start and end dates.

      There may be circumstances where players begin their session early. Example: Joining at the end of a concluding program with the intention of carrying on through into the new upcoming session.

      OR

      A member may join a group after a program has begun with the expectation of playing through to the conclusion of the scheduled program. Example: joining a program mid season.

      In all situations – a member’s session has officially begun with the participation of “the first game” they attend.

      Once a session has begun – no compensation will be provided for lost ice time.

      The only circumstance where compensation will be granted is if there is a cancellation of services by the city of Ottawa due to an arena closure or technical difficulty within the establishment. In these situations a replacement night will be added to the end of the session’s schedule. There will be no monetary refunds granted for any lost ice time.

    Missed Games

    It is the players responsibility to stay informed of where each game will be played. All arena locations, maps and game times are posted on the capitalhockey.ca website. If a player misses a game due to their own negligence, no refunds will be issued for lost ice time.

    Member’s leaving or exiting a program prior to the scheduled finishing date

  • Once a session has begun there will be no compensation or refunds offered for lost or forfeited ice time.

  • A player wishing to leave the group prior to the last game of the session is NOT permitted to provide their own replacement.

  • Revenues generated via fulltime replacement players and occasional spares will not be used to reimburse members leaving a program early.

  • In the event that the administrator offers additional night(s) as compensation for lost ice time (which may also be in part due to a city imposed game cancellation), those games must be used within the current session and can not be carried forward into any other program.

  • If a game is cancelled by the City of Ottawa, a replacement game will be added to the end of the schedule.

    No games will be played on major holidays. However make sure to check the schedule for verification as some civic holidays may have games played.

    Governing the Ice:

  • There are no referees. The ice is governed by the individual players who:

    • Call off sides

    • Call high sticks

      • In the advent of an off side, high stick or stoppage of play (ie puck over the glass) please simply toss the puck into the opposing teams possession and resume play.

  • There are no face offs. After each goal the game resumes in a rushing manner.

    • NOTE: The defending team must give the centerline to the opposing rush.

    • The offending team must allow the defending team time to properly set up (on their side of the centre line) prior to the start of the rush. Failure to do so will cause the play to be called “offside” and the possession of the puck will be lost to the defending team.

  • Slap shots are permitted when there is a clear line to the net (ONLY). If there are any players in front of the goal or that may impede the shot, the shooter MUST NOT opt to take a slap shot.

  • Any goals scored in this circumstance will be discounted.

  • The shooter may be reprimanded if they continue to fail observing this safety issue.

  • Reprimands may include game suspensions and expulsion from the program (without refund).

    HIGH STICKING:

  • Players raising their sticks past the level of their hip (when shooting or knocking down a puck) will be called for “high sticking”.

  • When shooting a puck into a crowd of players – the shooter MUST NEVER elevate their stick past the hip level. ONLY snap shots are permitted in this circumstance.

  • Any goals scored by a high stick are declined.

  • Continuous failure to observe the above safety rule may cause the shooter to be suspended or face expulsion from the program (without refund).

    Equipment:

    Each player is responsible to provide the appropriate equipment for the sport. If you are unsure of what is required – please consult the administrator at capitalhockey@rogers.com All players MUST have a CSA approved helmet on (and strapped). Face protection is strongly recommended. Game participants must have appropriate chest, elbow, hand, pant, groin and knee protection.

    For roster balance, each player must have with them at each game a white (white only) and a dark jersey.

    • The convener reserves the right to refuse access to the ice surface those players who do not have the appropriate equipment and or are wearing equipment deemed unsafe.

    Scheduling and Team Colours: a schedule of games, arena locations and team colours (home/ white -visitor/ dark) will be issued (by email) to every player in the league. It is YOUR responsibility to know where you are playing and what colour to bring.

    Captains: Each team will have a captain and two assistant captains who will be responsible to oversee the overall atmosphere and demeanour of the games. They will handle some administrative duties, deal with minor occurrences and will report all major incidents to the administrator (for corrective action). They will not issue policy and cannot expel a player from the group. Please do not burden these volunteers with complaints. Email the administrator at www.capitalhockey.ca with any concerns.

    Assistant Conveners: Steve Horricks, Maureen Rose, Graham Nelson and Dwight Hodge should be considered assistant conveners and do have the rights and privileges as league governors. They do not have the authority to expel a player from the group, but do have the right to remove an undisciplined player from the game.

    Assisting on the ice: Please do your part to help out. This means filling up of water bottles, (on occasion) supplying pucks, collecting pucks/ water bottles at the end of the game, picking up pucks that may have gone over the glass, taking the dressing room key back to the change room etc. Its all part of the game.
